When should you penetration test a website?

Before launch, after significant change to authentication, authorisation or payment flows, and on a regular cadence once live. Testing an unfinished build wastes the engagement; launching untested transfers the risk to your customers.

Do you review code or just test the running application?

Both are available. Dynamic testing shows what an attacker reaches; architecture and dependency review show why it was reachable. For applications we build, security review is part of the build process.

Tooling is used where it genuinely adds value — dependency scanning and dynamic testing during engagements — rather than claimed as a permanent pipeline you do not have.
A security assessment does not make an application permanently secure. Code changes, dependencies change and so does the threat.
