What does a tabletop exercise involve?

A facilitated scenario — ransomware, data breach, supplier compromise, business email compromise — run with the people who would actually make the decisions. The output is a list of the gaps in decision rights, communications, escalation and recovery.

Do our backups count as a recovery plan?

Only if they have been restored recently and the restoration order is defined. Untested backups are an assumption, not a control, which is why restoration testing is part of the work.
